EPA plans to target property owners, managers, and contractors for enforcement of the Lead Renovation, Repair and Painting (LRRP) Rule

In the next few months, the U.S. Environmental Protection Agency (EPA) will make a top priority of enforcing the Lead Renovation, Repair and Painting (LRRP) Rule against large property owners and home improvement contractors who perform renovations or repairs in pre-1978 homes, apartments, day-care centers and schools, or other child-occupied facilities. The LRRP Rule requires renovators to:

• meet pre-renovation training and certification requirements;

• provide notifications to occupants prior to the renovation;

• follow specific work practices during the renovation; and

• retain records of compliance for three years following the renovation.

Lead-contaminated dust is the most significant source of lead exposure for children, and EPA views implementation and enforcement of the LRRP Rule as a major step towards eliminating childhood lead poisoning. The civil penalties for non-compliance with the LRRP Rule are up to US$37,500 per violation per day. Targeted organizations should take steps now to address any potential non-compliance and liability.
