Andrew gets government. He advises clients on the interaction between business, law and policy.  His experience spans multiple industry sectors, typically those that are highly regulated, and includes advising public bodies and the UK Government itself. 

Since 2016, Andrew has been heavily involved in the firm's Constitutional Change taskforce.  This has led to Andrew assisting many businesses around the world to navigate the legal and policy uncertainty brought about by Brexit and, more recently, COVID-19.

Andrew advises on a range of topics, including UK constitutional and administrative law, commercial judicial review, commercial human rights, public international law, political law compliance and freedom of information.  In many cases, his work is done outside the courtroom, helping private sector clients to capitalise on opportunities and mitigate risks through their engagement with government decision-makers, or helping public sector clients to make more robust policy decisions. However, when necessary to achieve his clients' objectives, Andrew acts for claimants, defendants and interested parties in high-profile and complex judicial review and other statutory appeal proceedings.

Andrew is passionate about spreading understanding of the rule of law and how government in the UK really works.  He has given numerous speeches on the legal and policy aspects of Brexit, to a range of audiences, as well as authoring a range of articles, reports, blogs and videos (including on our Brexit Hub) on this and other subjects.  You can find his latest publications on HL Engage.

Acting for Uber in its successful appeals in 2018 and 2020 against Transport for London's decisions not to renew Uber's London PHV Operator Licence.

Acting for ITV in its successful defence against claims for judicial review by the Liberal Democrats and the Scottish National Party in relation to ITV's 2019 General Election broadcast coverage.

Advising a range of businesses on the legal and policy implications of the UK Government's response to COVID-19, including navigating the restrictions and capitalising on financial support schemes.

Advising clients in a variety of highly regulated sectors on the legal and policy implications of the UK's vote to leave the European Union.

Developing and advocating for legally and politically credible policy approaches to the impact of Brexit in a range of industry sectors.
